ACF appeals AAPSU to defer election

ITANAGAR, Dec 10: The Arunachal Christian Forum (ACF) appealed to All Arunachal Pradesh Students’ Union (AAPSU) to postpone its conference cum election scheduled to be held from December 21 to 24 to a suitable time after Christmas or New Year in the greater interest of the Christian community of the state.

“From past experience, it is apprehended that all the shops are likely to remain close during those days, which may totally dampen the Christmas festivities,” ACF said in a letter to AAPSU outgoing president. “All the Christians need to do shopping for various items for Christmas celebration. If the shops are closed for the four days preceding Christmas then all preparations for this solemn occasion would be badly affected,” the letter said.

ACF hoped AAPSU would consider the appeal respecting the sacredness of Christmas and our own religious sentiments.

 

Student leader's death mourned

ITANAGAR, Dec 10: Galo Students’ Union (GSU) deeply mourned the untimely demise of Taley Dasi and prayed for eternal peace of the departed soul.

Taley was a young dynamic student leader and always participated in any student activities. His death is a great loss for the students’ community of Arunachal Pradesh, GSU said in a condolence message.

GSU prayed to almighty for bestowing enough courage and strength to the bereaved family members to bear the irreparable loss.

The Unemployed Youth Forum of Upper Subansiri District also deeply mourned the tragic demise of Taley and prayed for eternal peace of the departed soul.

 

ABK lauds CM

ITANAGAR, Dec 10: While referring to the recent visit of Chief Minister Nabam Tuki and his team to Adi belt including Mariyang, Adi Baane Kebang  expressed happiness over the announcement to include Mariyang in tourist circuit and laying of foundation stones for construction of Circuit House and Multipurpose Auditorium at Mariyang. Appreciating the announcement, the ABK hoped that construction work for the same  will start from current financial year. In his recent visit  the CM assured in principle to declare Mariyang as Urban town, establishment of Polytechnic and up-gradation of Mariyang circle. He also announced Rs.20.00 lakhs for constructions of Solung Rostrum and Rs 2.00 lakhs for celebration of Solung festival next year.

ABK further expressed its grateful to Union minister of state Ninong Ering for taking up many developmental activities in state as a whole. ABK also extended sincere thanks to all Adi legislators and former Chief Minister Gegong Apang for accompanying CM in his recent visit.

 

NWS mourns a caring mother's death

ITANAGAR, Dec 10: The Neelam Welfare Society (NWS) has expressed grief and sorrow over the demise of Neelam Yama, mother of  Neelam Tatam, Chairman NWS.

In her death, we have lost a caring mother, who was always ready to help the needy children and actively participated in church activity for wellbeing of the villagers,” NWS said in a condolence message.

The office bearers and  members of NWS residing in Capital Complex, in a condolence meeting at Naharlagun observed two minutes silence as a mark of respect to the departed soul and prayed to for eternal peace of the departed soul.  

The office bearers and its member attended the funeral function held at New Neelam village of Deed circle under Lower Subansiri district. Neelam Baptish Church Pastor, Neelam Tedi and Deed Range Pastor led the funeral programme and consoled the bereaved family to remain strength.

 

TM Memorial Si Donyi Volleyball tournament

ITANAGAR, Dec 10: Late Toke Mara Memorial Si Donyi Volleyball tournament was inaugurated by APMCC President Yari Dulom at Si-Donyi ground Naharlagun yesterday.

On the occasion, she recalled late Mara’s contributions to the society. Dulom also briefed about Si-Donyi festival  and appealed each and every one to join the celebration.

Inter-school Sport and literary meet concludes

TANAGAR, Dec 10: A five-day ‘Inter-school sports and literary meet’ held at govt secondary school, Lumdung under Pijiriang circle in East Kameng concluded here on December 8 last.

Altogether six schools of Pijiriang circle participated in the five-day event. Apart from games and sports, literary and cultural competitions were organized among the students. The KGBV, Nangyo won the overall championship trophy.

Health and Family Minister Atum Welly and Ex-Minister Hari Natung attended the closing ceremony as chief guest and guest of honour respectively.  

 

‘Land dispute settled’

ITANAGAR, Dec 10: The Arunachal Pradesh Border Peace Association (APBPA) said that it has brought about settlement of an inter-state land dispute in the Banderdewa (Arunachal)-Parbotipur (Assam) area through ‘mutual understanding’ between the parties involved. The five-month-long dispute between one Tadar Nai and Pallabi Biswas (Gupta) was resolved following the intervention of AAPBPA led by its president Sesom Pao, according to a release.

ITANAGAR, Dec 10: The Capital Complex district magistrate Sanjay Goel has directed all the owners/managers of hotels/guest house in Capital Complex to keep a photo copy for the identity proof of all the guests staying in their hotels in order to prevent any deterioration in law and order in the district.

The City SP and all the executive magistrates are also directed to randomly check the hotels/guest house in the capital complex and ensure  proper maintenance of records of the identity  proof of the people staying at hotel.

 

OMS students perform at Assam seminar

ITANAGAR, Dec 10: The students of Oju Mission School, Naharlagun performed a song during a Seminar on Elimination of Child Labour and Trafficking of Women and Children at Guwahati, Assam on December 8.

Justice AK Goel, Chief Justice of Gauhati High Court and Patron-in-Chief of Assam Legal Services Authority offered few amounts to team led by S Dey as a token of love and appreciation.

A.K. Tripathy, Principal, R.G. Polytechnic, Itanagar, also visited Oju Welfare Association (OWA) yesterday and offered sweets to the children of the Organization and donated a cash amount of Rs.10,000 for the destitute children.

Chairperson of the OWA Padmashri Binny Yanga expressed her heartiest thanks to the well-wishers for their love and care for the less privileged children.

ATM card racket busted, five arrested

ITANAGAR, Dec 10: In a major breakthrough, the Capital police under the supervision of City SP Surender Kumar has busted the fake ATM card racket and arrested four culprits from Barpeta district of Assam. The arrested persons were identified as Md. Mukibul Islam,(22), Habib Ahmed,(23) Razzaqul Islam, (27) and Rafikul Islam, (19). Till date a sum of Rs. 12,00,000 (approximately) has been looted by the  accused  from around twenty SBI customers.

The four arrested accused persons have been produced before the JMFC Itanagar and remanded in seven days police custody. Intensive investigation is being carried out to nab the remaining culprits, according to an official release. All the accused persons are youths studying at schools, colleges and running mobile shops, the release informed.

Earlier, the Itanagar Police Station had launched the investigation following the complaints received from SBI customers about unauthorized withdrawal of money during the month of June and July last. The  Itanagar police also registered cases (No. 127/12 U/S 379 IPC R/W Sec 66 [1][2] I.T Act and (No. 166/12 U/S 379 IPC R/W Sec. 66 [c][d] I.T Act).

At the initial stage of investigation the police had arrested one Md. Shariful Islam on Sept 25  who disclosed the modus operandi and the name of his associates involved in the crime.

Following the arrest of Shariful Islam, the police team led by SI. C.A. Namchoom, L/SI. P. Taku along with head constable Nitu Gogoi, constables Devendra Singh, Buru Pali, Tating Dignum and Ojo Deru left for Barpeta and conducted raid simultaneously at different hideouts under Sorbhog PS and Howly OP under Barpeta district Assam in the wee hours yesterday and apprehended the four culprits. A Samsung laptop, one mobile handset, two memory cards were seized from the house of one of the arrested accused persons.

During custodial interrogation the arrested accused persons disclosed that they had visited Itanagar on several occasions in the months of May to July last. They were guided by a Tempo driver, who is also a native of Barpeta and stays at Itanagar. On arrival at Itanagar they had checked in a city  based hotel at Ganga market and used to visit different ATM booths in Itanagar area and collect SBI customers ATM card number and password from innocent customers by posing a customer and standing behind probable victim. They were also collecting the transaction receipt containing the ATM card number/account number which were thrown away by the customers in the ATM booth. After collecting the ATM card details the accused persons used to SMS the details to their associates at Barpeta (Assam) who in turn immediately starts to make withdrawals by ordering electronic goods like high-end mobile hand sets, LED TVs, Bluetooth Head sets etc. through online payment gateways like CC Avenues, Flipkart, Billdesk, Mantra. Com, Paytime, Snapdeal etc. through courier services. They also does mobile and dish TV recharge through rechargeitnow.com, mobikwik.com etc.

The accused persons also used to sell the electronic goods at discount rate through their shop at Barpeta and does the recharge through their shop and within their locality. By the time the actual account holder realize about the withdrawals and intimate the bank that their account is empty, the release added.

 

 

Rs 61 lakh ‘fraudulently’ withdrawn from SBI Itanagar

ITANAGAR,  Dec 10: What could appear as the latest forgery case and financial crime in the state, an amount of Rs sixty one lakh has been ‘fraudulently withdrawn’ from SBI Itanagar from the bank account of the Accountant General, Arunachal Pradesh.

According to highly placed sources, the major fraud has been unearthed when the AG’s SBI bank account was thoroughly scrutinized recently. It was found that the huge amount was drawn from the  account of the Account General, Arunachal Pradesh against the self cheque No. 711192, Dt. Nov 1 by ‘fraudulent means’. The specimen signatures of the pay and account officer and drawing and disbursing officer did not match the signature as reflected on the cheque, sources claimed.  

It remains as a question how the bank authorities had passed payment order for such a huge amount without verifying the specimen signatures of the authorities.

Sources further claimed that a letter was written to the bank with a instruction that any cheque for drawal of Rs 10 lakh and above has to bear the signature of a second officer nominated by the AG office beside the signature of the PAO. But in this  case, the cheque was passed for payment without the signature of a second nominated officer, it said. As per the normal procedures followed by the AG office, an authorisation letter is endorsed along with a self cheque for genuineness/identification of the person drawing the  cash, sources said  adding that “the bank had not followed any of the procedure/instruction while accepting and passing the cheque of Rs 61 lakh for payment to an unauthorized person.”

When enquired, the police sources informed that a case was registered in the regard and investigation is going on. However, it refuses to give details.

When contacted, the AGM of SBI Itanagar refused to make comment saying that he is now at Guwahati and  yet to enquire details about the matter.

Observers feel that  with the reported increase in crime rate in  the state, the financial institutions need to take extra care to curb financial crimes like forgery.  

 

 

Tuki sees good future for state sports

ITANAGAR, Dec 10: Arunachal Pradesh Chief Minister Nabam Tuki convenes first ever Sports Authority of Arunachal Managing Committee meeting at his office conference hall today.

Taking ahead his Government agenda for promotion of sports in the state, the chief minister disclosed that there had been a quantum rise in sporting activities in the state in the recent times which was a good sign.

“I would credit this development to the Government’s vibrant and pragmatic sport policy and special attention given to sporting activities in the village, district and state levels”, visibly happy Tuki said.

“Organizations affiliated to games and sports should be welcomed but at the same time, we should take note that they are duly registered and recognized by the mother association in the national level,” CM reacted on being informed about 15 registered associations for sports in the state. He emphasized for proper functioning of the sports societies adhering to their laid down guidelines and bye-laws. Tuki reiterated his stand over construction of sports indoor and outdoor stadiums in all district headquarters. He laid emphasis on recruitment of sports teachers for all primary, middle, secondary and higher secondary schools in the backdrop of producing promising sportspersons who need training right from the primary level. He directed the department of education to formulate policy to regularize the plan.

Asking the Sports department to keep provisions for inviting expertise coaches from outside the state, the chief minister opined for promoting such sports where the youths of Arunachal Pradesh have the potential to master it and can excel in national as well as international arena. Tuki was dwelling in length on the sports policy of the state. He directed the department to keep provision in their AOP for such kind of invitations.

Chief Minister has asked the department of Sports and Youth Affairs and the Sports Authority of Arunachal to prepare a detailed calendar of the tournaments being organized for whole year in the state. “This will simplify the finance department to earmark adequate fund and also would help in proper planning of the tournament for its grand success”, he said while justifying his stand.

Brief report on the activities of sports authority of Arunachal was presented by the Chairman SAA Tapuk Taku during the 3-hr-long discussion. Besides discussions on streamlining of mode of funding assistance to all registered sports associations, funding pattern of sports authority of Arunachal at par with other North East states was discussed in length.

While Itanagar MLA Techi Kaso stressed for the need of sports infrastructure for promotion of any kind of sports in the state capital, the chief secretary Tabom Bam and finance commissioner Ramesh Negi were of the view that new construction could be taken up under SPA fund.

Apart from above, Vice Chairman Sports Authority of Arunachal, Likha Tara, Sports and Youth Affairs Secretary Indra Mallo, Special Secretary Finance, Swati Sharma, Director Higher and Technical education Joram Begi, Director State Plan C L Tungkhang, Director Sports and Youth Affairs, D K Dinglow, Secretary Arunachal Weight Lifting Association Daniel Teli and others participated in the discussion.  It was decided to hold such meeting in regular intervals.

 

 

Sincerity, dedication, work culture key to dev: Siram

PASIGHAT, Dec 10: “Sincerity, dedication, work culture along with ethics of the officers can do wonders in bringing development in the society,” said Education Minister Bosiram Siram while addressing a co- ordination meeting of the officers of various departments and head of institutions.

Dwelling in details about the various development activities in the district, Siram urged all to extend cooperation to authority to make them successful. The Govt. has already notified the establishment of state university at Pasighat and construction works will start soon as the Govt. is allotting fund for the same, he said adding that the University will have extended university campuses. He asserted that all efforts will put into make it a model University. The Minister also informed that a Central Agriculture College will be opened soon at GTC, Pasighat which may be upgraded into a University in due course of time.

Elaborating the Sports policy of the Govt. he informed that a flurry of sports activities will be taking place in the district. Some of the main events will be the conduct of Tadar Tang Memmorial football tournament, tournaments in memory of freedom fighters Lt. Matmur Jamoh and Lt. Botte Moyong etc. These will not only provide platform to the youths to show their talents but also help in canalizing the youth power in the right direction.

To improve the power supply, the Govt. has provided fund so that power can be tapped from Assam, he informed and hoped that the 133 kv line from Aalo to Pasighat will be completed soon. The Govt. is contemplating to fix responsibilities to the officers for successful completion of the projects and schemes. Efforts for improving the water supply is also going on, the minister informed.

The minister wanted that the ongoing amusement park to be centre of attraction with all amenities. He sought innovative ideas from all for the purpose. He exhorted all to take up the responsibility to improve and develop the society and maintain the glory of the town.  DIPRO

 

 

Governor presents Rajya Puraskar Award to Scouts & Guides, Rovers, Rangers

ITANAGAR, Dec 10: Governor of Arunachal Pradesh General (Retd) J.J. Singh gave away the Bharat Scouts and Guide Rajya Puraskar to 30 scouts, 40 guides, two rovers and seven rangers in an impressive function at Raj Bhavan here today.

The Rajya Puraskar is the highest State level awards for Scouts, Guides, Rovers and Rangers.

Speaking on the occasion, the Governor said that the spirit of harmony and tolerance has been the hallmark of India and all should strive to uphold these values. The nation needs the contribution of every individual to strengthen every social fabric of the nation. The Scout and Guides movement is providing the youth with the physical, mental, intellectual and moral values to face the challenges of life ahead.   He added that scouting and guiding in India is not merely a program of the youth but also a way to sensitize the society about its own evolution. Through its activities like, community development, literacy programs, health awareness campaigns, and accidents and calamity relief, the Bharat Scouts and Guides have been fostering in our society a new culture of work, a refreshingly different attitude. It is an education system based on respect and relevance for children, a system which will help each one blossom according to one's best potential. An education system fit for a vibrant democracy which will develop children to be responsible and progressive citizens of the country.

Congratulating the recipients of Rajya Puraskar Award, the Governor said that the award is the fruit of your hard work, dedication, and disciple and recognition of their excellent work in the filed of Social Service and Community Work. He expressed his hope that the award will further encourage the awardees and their colleagues to strive towards excellence in every field. The Governor called upon the awardees to be role model.

The Governor commended the State scouts and guides officials for reviving the scouting activities in the State. He also appreciated the scouts and guides for humanitarian activities and for bringing good names for the State in the regional and national level activities. The Governor advised the Scout masters and Guide instructors to be creative, innovative, and dedicated. They should inculcate ethical thinking and analytical skills in children. The children should be trained in the best way to enable them to face any challenges in life. They must have the burning desire to fight to win in all spheres of life and they must emerge victorious, he stressed.

In his welcome address, State Chief Commissioner for Bharat Scout and Guides and Director of School Education T Taloh informed that Arunachal Pradesh is regarded as best in the country. There are 777 units covering 350 schools and 4 colleges in addition to 50 more private educational institutions. Earlier he presented scarves and memento to the guests.

Giving a brief report on the scouting movement, State Organizing Commissioner B.P. Gupta informed that scouting activities are taken up in 155 countries involving 38 million youth people. He added that for the first time Rovers and Rangers of the State are included in amongst Rajya Puraskar awardees.  

Deputy Director School Education Opel Tayeng also spoke on the occasion.

State First Lady Anupama Singh Commissioner cum Secretary Education Ganesh Koyu, Secretary to Governor Ankur Garg, government officials, teachers, scout and guide masters and trainers, rovers and rangers scouts, guides, cubs and bulbuls attended the award giving ceremony.

Earlier, the Governor along with the First lady and guests and invitees visited the exhibition stall of photographs and trophies depicting scouting activities in the State. District Training Officers, Kenpi Pakam and S.B. Singh ushered the visitors around the stalls, providing detail information of the photographs, charts and trophies won by scouts and guides in regional and national camps and jamborees.  

Students of Donyi Polo Mission School for the Hearing & Visually Impaired, Chimpu and guides presented cultural items on the occasion. The First Aid demonstration and community song were part of the function which started with Bharat Scouts and Guides prayer.

Rangers Mumtak Yommin, Nana Tatak, Kalpana Kalita, Osi Siram, Yoyi Rukbo of Jawaharlal Nehru College, Pasighat and Yapng Rai and Lavanya Sharma of State Bharat and Guide Headquarters, Papum Pare district received the Rajya Puraskar, while Rovers who received the award were Basant Kumar Singh and Anu Tabing of Jawaharlal Nehru College, Pasighat. Siang River Festival concludes

YINGKIONG, Dec 10: The Siang River Festival--2012 (SRF) ended successfully with former Chief Minister Gegong Apang distributing prizes to the winners of sports, cultural and other competitions.

The SRF committee awarded cash prizes of Rs. 7000 each to all the 22 participants of Traditional Apparel Show as a token of encouragement. Folk dances like Disang Delong, Etor Delong, Yoiyo Delong (male dance), Keyum-Kasi Genunu-Pipi, Riktu etc. (female dances) enthralled the audience most. Traditional games like Tug of War and Archery (Epuk Apkisunam) competitions were also organized. The textiles and handicraft and antic stalls were found exemplary and awarded prizes by the festival committee.

Food products and agro-mechanization item exhibited by agriculture department in collaboration with M/S Pasighat agro-machanisation and  the local fruit products presented by the Horticulture department and different species of nursery plants both ornamentals, commercial and medicinal plants displayed by forest and environment department highly impressed the visitors.

Popular Adi singers Onumoti Sisam, Delong Padung and Star Siram enthralled the audience in the musical nite.

Delong's song on Anti-HIV and Anti-Drug Addiction was highly praised by all.

On the second day of the celebration before leaving for Tuting for Gracing the Kapangla Festival, the Chief Minister Nabum Tuki along with his minister colleagues, legislators accompanied by DC, district officers inspected the on-going bridge construction site over Simar river at the entry point of Yingkiong township and asked the GREF engineers to complete the construction March, 2013. Bana villagers deprived of drinking water facilities

ITANAGAR, Dec 10: At a time when Public Health Engineering Department (PHED) is putting all efforts to provide safe drinking water facilities to people of Arunachal Pradesh, there are still some places in the state which depend on traditional method of water supply.

It is worth mentioning here that according to PHE department website “The main objective of the PHE & W/S Department is to improve health of people by providing potable and adequate drinking water supply and improving environmental hygiene by proper sanitation.”

On the contrary to the motto of the PHE , a group of villagers living nearby Bana Bridge in East Kameng district has not been provided proper drinking water facilities. Though village is hardly few kilometer away from district headquarter Seppa, the villagers are still depending on traditional method of water supply. Using bamboo, they have managed to get water for domestic use. However,  the chances of water-born diseases is quite high as there is no any modern means to purify the drinking water.  

 

 

West Kameng transporters surrender 52 vehicle keys in a peaceful protest

BOMDILA, Dec 10:  West Kameng Transporter's Joint Action Committee (WKTJAC) submitted a memorandum to West Kameng DC In-Charge B Dhingia today in the presence of West Kameng SP In charge H Deilyang and Town Magistrate T D Bapu EAC.

WKTJAC comprising of members of West Kameng Tata Sumo Association, West Kameng Tatamobile & Pickup Association, West Kameng Truck & Bus Association and Bomdila Taxi Union were demanding immediate solution to their grievances like man handling of drivers and owners, detention of commercial vehicles, non payment of hire charges and forceful extortion by unsocial elements.

In a peaceful protest, scores of commercial vehicles went off road today. They parked their vehicles in Buddha Stadium and surrendered 52 vehicle keys to WKTJAC for onward deposit/submission to the District Administration. This was a unique way of protest to attract the attention of the concerned authorities to their grievances, said Nana Khunjuju President of Bomdila Taxi Union.

Citing the latest example, Nima Tsering, President of West Kameng Tata Sumo Association stated that Maruti van (AS/12C/7958) was forcibly taken from Bomdila to Thrizino on 7th last, driver was thrashed and made to seat in the backseat, forcibly took the key and drove the vehicle till they met with a fatal accident near Nechiphu. Luckily they survived with some injuries but vehicle was totally damaged. FIR has been lodged but the culprits are still at large.

After giving a patient hearing the DC In charge assured to depute sufficient police force to contain the unlawful activities. He asked one and all to give a written complaint as soon as such incident occurs. He also assured to hold a meeting of all concerned on December 13 next so as to work out a long term solution to the transporter’s problem.

Wakro, Dec  10: Foundation stones for Vidya Ground ( named in gratitude to DAO FWO) to house school assembly and a badminton court and Rajiv Maidan ( named in gratitude to 2 Mtn Div) for conduct of national and important celebrations were laid by Jagjit Singh, Empanelled Producer/Director for the Doordarshan, Guwahati yesterday. While rendering the service in the Apna Vidya Bhavan, Singh appreciated the school for rendering dedicated service in improving rural education.

Earlier, Arindam Das, Times Now senior correspondent for North East during his recent two days visit   to Wakro interacted with the members of civil society. The senior journalist expressed deep concern over the repeated assaults on media fraternity in Arunachal. He assured that the Times Now will always stand by the Arunachal media and media houses. He also further revealed that Times Now was the first to get the visuals of the attack on lady journalist in Itanagar and the news was aired for not less than three days.

The role of media is very important to ensure that people are well informed and aware of their rights, to maintain transparency in public transactions and in building a healthy civil society. Unmindful attacks on journalists and harassments to media houses will severely affect the functioning of media. Arindam called upon members of civil society to sensitize the people on the importance of free and fair media. People must know the responsibilities shouldered by media houses and the challenges faced by them while rendering their duty in the supreme interest of the people and society, he said. Attacks on media will send a wrong signal to the world about the otherwise peaceful state of Arunachal and peace loving and generously hospitable Arunachalees. Arindam firmly reiterated his opinion saying “ Attacks on media in Arunachal must stop.”

In their communication to Zubina, they expressed that “Great minds achieve and loving hearts inspire. The library movement in Arunachal Pradesh is the story of one such man with commitment of an oceanic mind and dedication of a loving heart who devotes his entire life for a single cause --To spread the light of knowledge in Arunachal. It has been thirty two years since the pioneer who spearheaded the youth library movement, traded his well heeled job as an officer with the Income Tax department and donned the modest slippers of a social worker. Since then Arunachal and its upliftment has been the object of his single-minded devotion. The depth and intensity of the work in the neglected rural pockets is truly super-human. Though promotion of education is the pet concern, there has been very few aspects of social life that he has not made his contributions to. Starting as an education officer responsible for over a dozens reputed residential schools, his role in shaping up a good educational system for these schools in which majority of Arunachalee children study is pivotal. For 3 decades he has been campaigning relentlessly, endlessly for various social, environmental and public welfare issues. Right from promoting  herbs for better health, motivating food processing and small savings effort of the local women to taking up the cause of wildlife and saving of our forests and rivers, he has guided many a soul on life and living. For all these years, this 60 year old man who has the productivity of a 20 year old, has been a reliable friend, faithful servant, trustworthy physician/therapist, enthusiastic environmentalist and an able guide for many Arunachalees who affectionately call him Uncle Moosa. He presently is working for library movement with its 13 mini libraries in the Lohit district to spread the pleasure and joy of reading.

The libraries of the network continue to charm the youth and the children alike. They are not just places where children get to read books, but they are the nerve-centre of many inspirational activities where children get to express their creativity and talent all for a good social cause. These libraries due to their action packed programs of poetry recitation, skits and dramas on various social and environmental issues, have attracted the participation of various Govt departments, leaders, officers, panchayat raj institutions and the common people alike. The movement ensures that in places where there is no library, exhibitions are conducted regularly like in Kaho-the last village on the Indian border, ensuring that the books reach the children if they cant reach the books. The movement  is contributing immensely to the educational scenario due to fact that children learn joyfully and that learning is not a competitive stressful process. The people expressing gratitude to Zubina and TIMES NOW team for meeting the young readers of the rural library movement to know about the effort coming to the ground, further conveyed that the print media houses in Arunachal Pradesh have supported the humble effort greatly and the encouragement from a national electronic media will further inspire one and all connected to this service in Arunachal Pradesh.

 

 

Countdown to Poi Pee Mau begins

NAMSAI, Dec 10: The countdown to Poi Pee Mau of the Tai people has begun as preparations to celebrate the festival are almost completed.

The organizers of the three-day festival, which is to be held at Namsai in Lohit district from December 13 to 16, 2012 are hoping to make this year’s Pee Mau festival bigger and more successful than its first two editions held in 2008 and 2009.

The event, organized by Tai Khampti Development Society (TKDS) supported by Khampti Singpho Council, will herald a new beginning for the socio economic development of the region and the state as a whole. The essence of this festival lies in bringing people together and spreading the intrinsic values of their cultures and traditions.

The inaugural function of Poi Pee Mau will be graced by Chief Minister Nabam Tuki along with Member of Parliament (RS) Mukut Mithi and Member of Parliament (LS) Takam Sanjoy as chief guest and special invitees.

On the penultimate day of Poi Pee Mau, Union Minister DoNER Paban Singh Ghatower accompanied by Union Minister of State for Minority Affairs, Ninong Ering along with Minister Art & Culture (Assam) Proniti Phukan, MLA Assam Bolin Chetia and Tourism Minister (Arunachal Pradesh) Pema Khandu would attend the function as chief guest and special invitees.

While Sangken, Mai-Kasung-Phai, Khao-Wa, Poat-Wa, Buddha Purnima and Poi Kathing are popular festivals of the Tai-people of Arunachal Pradesh; Poi Pee Mau is the biggest among the tribe’s folks in the state, the country and the world at large.

Poi Pee Mau, literally ‘the Tai New Year’, is celebrated in November or December to welcome the advent of a new dawn of socio-cultural development in the community. The idea of the festival was conceived by the Tai Khampti Development Society (TKDS) and it is celebrated in accordance with the ancient Tai calendar. The noble initiative, with support from the Khampti Singpho Council (KSC), is aimed at reviving the tribe’s culture, script, music and way of life, while keeping pace with developments in the modern world.

The organizers of Poi Pee Mau are optimistic that the celebration will give ample opportunity for everyone to come together and rejoice this change. Besides this celebration will disseminate the distinct, rich and unparalleled cultural heritage which has till now remained unexplored in its totality to other region of the country and the world.

The added attraction of the festival would be live performances by Indian Idol-4 Sourabhi Dev Barman.

 

 

'Young women's convention proved huge success'

ITANAGAR, Dec 10: The one day district level young women's convention at Seppa on December 7 last conducted by Pradesh Youth Congress (PYC) proved to be a huge success with more than 1000 young women from five assembly constituencies of East Kameng district and college and Hr. Sec. School students participating in it.

Attending the convention, Chief Minister Nabam Tuki said that “Role of women is the need of hours for change of society and similarly peace and civilized society is needed for all round development of state. He expressed his happiness to see large crowd of women participating in the Youth Congress programme. He announced to launch Women Oriented Scheme for welfare of rural women. He also announced funds for renovation of Auditorium and construction of Girl Hostel for College and Hr. Sec. School respectively.

Marina Nido, Chairperson State Social Welfare Board and Karya Bagang MLA Chayang Tajo stressed on status of tribal women with reference to socio-economic development and role of women in politics with reference to Arunachal Pradesh respectively as resource person and guest speaker.

Indrani Misra, Secy. IYC incharge Arunachal Pradesh narrated the aim and objective of the outreach programme and vision of Rahul Gandhi, AICC general secretary and incharge IYC for upliftment of SC/ST, minority and women. According to him upliftment of SC/ST, minority and women is equally important for progress of the nation.

Training-cum-workshop on power and functions of drawing and disbursing officers

ITANAGAR, Dec 10: Week-long training-cum-workshop on power and functions of drawing and disbursing officers commenced at ATI, Naharlagun from today.

Altogether twenty three officers from various Heads of Departments and District Administration  holding the DDO charges, Head of Offices including COs, EACs, ADCs are attending the Training Programme.

Inaugurating the programme Gonesh Koyu, Commissioner (P&AR/TRG.) and Ex-officio Director General, ATI, advised the trainees  to be well equipped with  Financial Rules and Regularizations and cautioned the officers holding the charge of DDOs/ HoOs to adopt strict physical discipline by enforcing all financial norms of the Government and avoid misappropriation or financial scandal in the office which brings bad name to the office and  create embarrassment to the Government.

He further advised the officers not to adopt careless and easy going attitude rather maintain a regular cross-checking of the Cash Book and other Financial statements and to satisfy themselves about the compliance of all financial norms in accordance with the budget provision/ financial restrictions. He further said that every single penny of the Govt.

fund should be utilized for the development and welfare of the State as the fund at the disposal of the Govt, is basically the public money.

Earlier, the Director (Trg.) Pema Tshetan said that the Finance Department of the Govt of AP oversees the financial propriety of the state and regulate the various expenditure under the delegation of financial power and physical guidelines and norms. Therefore, he said the officers particularly holding the post of FAOs/DDOs/HoDs should be thoroughly conversant and up-dated from time to time in matter of application of DFPR/ various Financial Rules/ Treasury Rules etc. in their day to day functions.

Pate Marik, Dy. Director (Trg.) also spoke on the occasion.

The resource persons of the programme included Taniyang Tatung (FAO), RCS Office/ Directorate of Audit & Pension is also the Course Director of the programme. District tourism website launced

TAWANG, Dec 10: In his efforts to promote the tourism potential of the district, Tawang Deputy Commissioner Kemo Lollen launched the official District Tourism website at the district tourism office here today.

Tawang prides itself on its rich cultural heritage and tourism and development of infrastructure at tourist sites would give a boost to the sector, Lollen said after launching the District tourism department’s website www.tawang-tourism.com.

It would be desirable if more and more tourists visit rich cultural-religious sites and tourists spots in Tawang as this will boost economic activities and general employment at the local level.

Besides, there should be proper avenue of collection of information about various tourist places for the visitors to enable them to plan their visit in advance, Lollen said.

While giving presentation on website, the District Tourism Officer, Tsering Dekey, informed that the district tourism department along with the official from NIC Tawang had developed the website to highlight the tourism potential of the district and to assist the visitors. She further mentioned that the website highlights the area’s natural assets. The new site features detailed information of the district including people & culture, historical sites, cultural events, nature and wildlife, trip plan discussions, entry formalities, adventure, photo gallery, etc. She further exuded hope that the website would be very helpful to common people/visitors in obtaining any information about the district.

Earlier, the DC along with the DTO and CO Rinchin Leta visited the Tourist Lodge Tawang and expressed his satisfaction on the renovation of the lodge which was completed in October last. He said much more was required to be done to lay infrastructure like quality roads, hotels and resorts for the benefits of the tourists. DIPRO

 

 

Accolades To Raj Kumar & Kuldeep

BOMDILA, Dec 10: The inferno that left the people of Kalaktang valley in chaos, tears and apprehensions on the late night of December 8 was really painful and saddening. Nothing much can be done when it is 2230 hrs late in the night and when people were fast asleep. Had there been no quick response and dare devilry of some, the losses could have been many folds.

One Raj Kumar JE BRTF and Constable Kuldeep of 16 JAKLi saved the day for the people of the beautiful valley; where CM Tuki and his entourage had, just a week ago visited and camped. Accolades to Raj Kumar and Kuldeep for their quick response and bravery that the losses could be minimized to 22 shops which got all gutted down. JE Raj Kumar rushed in with water tankers and the jawans of 16-JAKLi got into fire fighting instantly. Constable Kuldeep of the 16-JAKLi played a decisive role in dousing the massive fire.

Though there was no human casualty, the preliminary investigation hints loss of properties in crore.

The Deputy Commissioner Rinchin Tashi along with ADC (HQ) B.Dehingia and DDMO rushed to Kalaktang in the early hours yesterday and made an elaborate survey with W.Khimhun ADC Kalaktang. Blankets, plates, cups, buckets and fast food packets were distributed to the victims as immediate relief by the District Administration.

The Kalaktang local administration distributed Rs 2000 each to the victims also as immediate relief.

The Sub-Divisional Level Disaster Management Committee (SDLDMC) Kalaktang has been pressed into task to ascertain the cause and place of occurrence and to assess the actual loss in the devastating fire.

The local Legislator TN Thongdok this morning reached Kalaktang and is taking stock of the situation with the Additional Deputy Commissioner Kalaktang, Kalaktang Employees Welfare Association (KEWA) and TSOPA – the apex body of the Kalaktang Monpas.

The people of Kalaktang have deeply appreciated the kind heartedness of Chief Minister Nabam Tuki for instantly announcing relief of Rs 1 Lakh each to the affected families from the state governments end. DIPRO

Cheering ‘sharing a cup of tea mission’

The above quote is a significant line that I use most of the time because of my belief in it. Growing up in this state and having to learn the way nature beholds this beautiful place is mysterious. One thing I know is that Nature doesn’t know what is good or bad, it only knows balance and imbalance.

Our State while emerging on periphery as a developing state is at its nascent stage. There has been so many progressive works on the flow, and when there is certain progressiveness there will always be deforestation and deforestation in a definite geographical language means imbalance in nature. With the State Government’s motto of the ‘Green Arunachal Mission’, it is not but unusual that a certain way be created that may pave way for holding on to the greenery and at the same time create and generate employment for the vast educated unemployed youth as well as rural folks. Although there is too much at stake but there is always positivity for marching ahead. Therefore, it is a sincere initiative of the State Government to focus on tea and rubber cultivation in the State. Since, I am indulging my pen to jot down on the SHACOT Mission; my write-up is on Tea, the miracle drink also popularly known as green gold, which if worked upon with solemn effort will bear result to the maximum.

Although, tea cultivation is of recent development in the State, high quality tea is being grown in the hill slopes of the State. The virgin soil and suitable land leads to high productivity of tea in the State. Longding, Tirap, Changlang, Lohit, Lower Dibang Valley, East Siang and Papumpare districts have been practicing organic tea farming and it is also gradually started cultivation in other parts of the state.

Now, the State of Arunachal Pradesh has taken a lead over the other non-traditional tea growing States of the North East Region. However, the pace of growth of tea has declined perceptively because the prospective tea growers of our State are now required to obtain Clearance Certificate from the Ministry of Environment & Forest that the area proposed for tea cultivation is not a forest land and the proposed activity does not violate Forest (Conservation) Act, 1980.

Mostly tea is grown by large growers, presence of small growers is limited. Growers in the area bordering Asom are incited by the success stories of small tea growers of Asom. The people residing in these parts have picked up the plantation practices from Asom and the plantations in these parts are relatively much better as compared to the rest parts of Arunachal Pradesh. While majority of plantation is haphazard and unscientific as the gravity increases in proportion to the distance from Asom border. In general, there are  lot of enthusiasm  among the small growers for tea cultivation despite problems and constraints faced by the people of state in regard to the cultivation of tea on scientific way, which if tapped properly may result in huge production and generation of income for the people of Arunachal Pradesh.

Another area of confusion for the tea growers of the state is about the nodal Department for implementation of tea and rubber cultivation; many growers take if for the Agriculture Department or the Horticulture Department or the Forests & Environment Department. And therefore, it is for all to know that as per the Business allocation of the Ministry of Commerce at the Centre, the Department of Trade & Commerce is by virtue the Nodal Department on tea & rubber. The Ministry of Commerce has also constituted technical boards’ viz. the Tea Board of India & the Rubber of India for administering and functioning of tea and rubber plantations and marketing of its products. In its effort for delivering services, the Department of Trade & Commerce has been endeavouring to educate the farmers in right direction by conducting Awareness-workshop specially, in areas where people are contemplating for organic tea cultivation. In addition to the awareness-workshop, the Department of Trade & Commerce has sponsored two batches of prospective organic tea farmers to undergo training at one of the oldest and renowned tea training & research institute in the world, the Tea Research Association (TRA) at Tocklai, Jorhat.  

A VIEW OF ORGANIC TEA GARDEN

To take up the Tea Cultivation in a bigger and vigorous manner in the state, long term planning and investment including setting up of more tea garden and financial incentives to the local growers will be required. So that tea processing factory, likely to be established under Self Help Group (SHG), in future, does not face shortage of any raw materials in the form of organic tea leaf. Apart from the initiation of the State Govt., the enthusiasm of local entrepreneur, the latest technology and up gradation and potential outside private investor will also be required for transforming the tea industries into a major industry benefiting majority of the population of the state.

One endeavour of the Department of Trade & Commerce is the Sharing a Cup of Tea Mission or the SHACOT Mission. A brainchild of the Department, under this scheme progressive farmer of the State will be provided scientifically raised tea seedlings and its post plantation management. The selection of beneficiaries is done by the District Administration alongwith the Panchayat Leaders, Head Gaoh Burahs, a representative of Arunachal Pradesh Small Tea Growers’ Association and an officer from the Agriculture Department. This scheme is being vigorously worked on because of various factors but the highlight remains on the sole fact that small growers can go the organic way, which has a high demand in the markets beyond our boundaries. Large area of plantation can never yield organic tea due to managerial problems and therefore, small tea plantation is being encouraged by implementing the SHACOT Mission because the plantation can be done either by family members or by engaging few helpers and it will not account for labour management and wages problem. Since the SHACOT Mission is targeting at cultivation of tea on a small land, it will be more of a family affair and as the current market rate of organic tea is at a higher price, it is significant that the tea farmers of our State can reap a better price for their organic product. As organic tea is highly demanded at global market due to its medicinal value, large quantities of good quality organic tea can be produced in the state as its climatic condition and soil fertility is in its virgin stage, which make Arunachal Pradesh better prospect than that of other state in Organic Tea Production.

Sharing a Cup of Tea Mission has been implemented for the first time as a pilot-project in the East Siang District during 2011-2012 financial year and the Department is planning to implement in a phase-wise manner to other feasible districts of the State and based on the people’s response, the SHACOT Mission will be launched in a grand-scale in all the tea-growing districts of this State in the near future.  

With all the diligent and conscientious effort of the Department of Trade & Commerce,                  I hope that the vast forest land is transformed into those rows of fusion of dark and light green hues of tea plantations, so that when the dawn breaks-in with the mist covered over the gardens and the dew-drops still glistening on the leaves in the morning sun-rays, every house-hold can sip and share a cup of organic tea.(The author is presently holding the post of Director Trade and Commerce, Government of Arunachal Pradesh.)

Nepal rehabilitation process

The US has pledged USD 1,050,000 to support Nepal's peace process and the post-conflict rehabilitation efforts of the government.

The money goes as US’ contribution to the Nepal Peace Trust Fund (NPTF). During the current life of the NPTF, USAID will support the peace process as a contributor to the Fund and as a participant in the Technical Cooperation Pool for Capacity Development. The US Government is providing $500,000 to the NPTF to support conflict-affected communities, transitional justice, future elections, public infrastructure reconstruction, and other peace commitments.  

Nepal is the first and only country to lead a joint donor-host government trust fund.  Since its inception in 2007, the NPTF has funded Government of Nepal institutions to implement Comprehensive Peace Accord programs such as support to conflict-affected people, elections, cantonment management, and infrastructure reconstruction.  

In addition to its support to NPTF, USAID works to encourage robust citizen participation at the national and local level.  At the national level, USAID supports government and political systems by helping key institutions such as the Election Commission, the former Constituent Assembly, and political parties to become more democratic, inclusive, and effective.  At the local level, USAID helps communities to participate effectively in development decisions which impact them, and fosters linkages between citizens and their Village Development Committees and District Development Committees, as well as other local government offices.

USAID programs also strengthen government and non-governmental organization services for one of Nepal’s most vulnerable populations—human trafficking survivors and those at high-risk for trafficking.
